No. If we were to try to reduce industrialized countries' carbon emissions solely through offsetting, the Paris climate targets could not be achieved. The sheer amount the north is currently emitting cannot be balanced out by offsetting it in the south. Industrialized countries must also emit less. Offsetting is therefore not the solution, but it can be an important part of it.
